[Freetel-codec2] FreeDV GUI 1.2

Hello Lists,

Thanks to some nice work by Richard and the kind support of testers we
have released version 1.2 of the FreeDV GUI program that includes Codec
2 700C. Tony, K2MO, has also produced a great demo video showing the
various FreeDV modes in action. Here's the scoop:
